- The film is based on Suzanne Collins' novel *Catching Fire* (2009).
- David Cronenberg, Alfonso Cuarón, Alejandro G. Iñárritu, and Bennett Miller were considered for the director's position.
- Taylor Kitsch, Armie Hammer, Hunter Parrish, Grant Gustin, Joey Graceffa, Luke Mitchell, and Garrett Hedlund were considered for the role of Finnick Odair. Ultimately, the role went to Sam Claflin.
- Zoe Aggeliki and Mia Wasikowska were considered for the role of Johanna Mason before it was given to Jena Malone.
