Initially, the film was to be titled "Exchange," but the film company decided that the public wouldn't understand all the nuances and gave the film the title "Bloodstone," as more suitable for a film in the "action" genre. For some time, the film was advertised under that title, but it was ultimately decided that the title lacked something characteristic of films starring Jean-Claude Van Damme, and the title was changed to "Maximum Risk."
The scene in the subway was filmed in New York and Philadelphia. The scene of the foot chase through the streets and down the stairs to the subway was filmed in Brooklyn, New York, while the scenes on the subway platform were filmed in Philadelphia.
Filming took place in France, Canada, and the United States from January 18 to April 8, 1996.
